Michael Matheson is to be sanctioned by a Holyrood committee after breaching its code of conduct over an £11,000 data roaming charged he built up on a parliamentary iPad while on a family holiday in Morocco.

The former health secretary had denied any inappropriate use, but stepped down shortly after in an emotional statement in Holyrood.

He also paid back bill back in full, before admitting he "could have handled the situation better".

Mr Matheson's punishment will be announced by the standards committee today (Thursday).

He's previously said he will not stand down as an MSP, though it's expected he'll come under increasing pressure to do so.

  • Consultation: Revocation and amendment of food and drink assimilated laws.   • Consultation: An alternative transitional registration model (ATRm) for UK REACH. This aims to reduce the estimated £2 billion costs the chemical industry in Great Britain would have faced as part of the transition from EU REACH to UK REACH.   • Consultation: Consultation on next steps on delivery of Employment Injury Assistance. Since April 2020, the Scottish Government has been responsible for the Industrial Injuries Scheme in Scotland. This Scheme, which provides financial support to those who have become disabled or have developed a long-term health condition as a result of their employment, is currently delivered by the Department for Work and Pensions (DWP) under an agency agreement. The Scottish Government has committed to replacing the UK Government’s Industrial Injuries Scheme with a new benefit called Employment Injury Assistance to be delivered by Social Security Scotland. This consultation paper provides an overview of the benefits that make up the Industrial Injuries Scheme and the unique complexities and challenges of transfer to the Scottish Government.   • Consultation: EURO 2028: Commercial Rights Protection consultation. The UEFA European Championships, known as ‘EURO’ is held four-yearly and is one of the most prestigious international men’s football tournaments in the world. Scotland will co-host EURO 2028 as part of a joint UK and Ireland Championship. Some mega sporting events require certain protections, which can include additional legislation. For EURO 2028, UEFA has requirements to protect its own and event sponsors’ commercial rights during the event, and also requires a ban on ticket touting.   • Consultation: Fit Note Reform – call for evidence.   • Consultation: A Regional Active Travel Network for North East Scotland. Active travel is people-powered transport: walking, wheeling (such as wheelchairs, scooters, prams and buggies) and cycling. Improving routes for these options can help more people get to where they want to go, improve people’s health and reduce carbon emissions. There are some good facilities for active travel in both Aberdeen City and Aberdeenshire, but it is recognised that there is much more that could be done to create safe and attractive routes. The new Regional Active Travel Network will set out a multi-decade vision for high-quality routes within and between the region’s communities and will help define the priorities for improvements and make the case for investment. A draft of the network plan has been developed by Nestrans and with partners Aberdeen City Council and Aberdeenshire Council, and the group are now seeking public views on it.   • Consultation: Developing a natural capital market framework. Natural capital is our geology, soil, air, water, plants and animals.   • LAST CHANCE TO RESPOND: Consultation: Masterplan consent area regulations. The Planning (Scotland) Act 2019 introduced MCAs, which will have expanded powers building upon Simplified Planning Zones. They will allow planning authorities to take a place leadership role, by proactively consenting the type and quality of development they wish to see in their places. Planning authorities will be able to prepare a MCA ‘Scheme’ setting out what they are giving consent for, through the scheme. MCAs allow for frontloading scrutiny and streamlining consents, as MCAs will be broader in scope than SPZs, being able grant planning permission, plus roads construction, listed building and conservation area consent – where provided for in the particular MCA scheme. MCAs will help to facilitate investment in places, by providing certainty and direction to investors. Once the MCA is ‘made’ (adopted) development could be brought forward without the need for an application providing it is in line with the scheme.
