Sir Keir Starmer has set out plans for £8.3bn to be invested in floating wind as Great British Energy's first investment.
During a visit to Wales, Sir Keir pledged to "turbocharge jobs and growth" with public investment in GB Energy unlocking "billions" in private investment, claimed the Labour leader.
"After 14 years of a Tory Government kowtowing to fossil fuel dictators, Labour’s plan for energy independence would get Putin’s boot off our throat and power up communities across Britain," Sir Keir said.
"Great British Energy will be built to last, and the wind farms, carbon capture and all the good jobs that go with it will be built to last, too," he said.
But the Conservatives say the plan is "unfunded" and would mean higher taxes.
Russell Borthwick, Chief Executive of Aberdeen and Grampian Chamber of Commerce, said: "While we welcome the scale of Labour’s ambition on offshore wind if they are to form the next UK government — including the commitment to GB Energy which should be based in Aberdeen — it’s important to recognise the world class expertise and supply chain that already exists here in the North-east of Scotland.
"While we are ramping up efforts on renewables, we will also rely on oil and gas for decades to come.
"It makes no sense to wind down the North Sea prematurely in that context — a point we have made and will continue to stress to all parties ahead of a General Election."
Labour has confirmed that GB Energy will be based in Scotland, but is yet to say where.
FTSE 100
The UK's flagship share index, the FTSE 100, was down 10-points at 7,906 shortly after opening this morning.
Brent crude oil futures was down 0.21% today, trading at $86.57 a barrel.
