MSPs have been told of concerns and confusion from landlords and tenants about Scottish rent control plans.

Cross-industry concerns were put to MSPs at the local government, housing and planning committee at Holyrood.

The Scottish government is proposing to give councils the authority to decide where rent controls apply, be it full council wards or a couple of streets.

As part of the policy, The Times reports, rent increases will be capped to the consumer price index (CPI) plus 1%.

The bill, which is in the process of making its way through Holyrood, also includes a maximum 6% cap on rent rises.

Aoife Deery, the senior social justice policy officer at Citizens Advice Scotland, told the committee the impacts of the policy were not fully understood by those who would be affected and called for clearer communication in "layperson's terms".

Timothy Douglas, the head of policy and campaigns at the industry body Propertymark, agreed there was a "lack of understanding" and a "real disconnect" with the policy makers not fully grasping the costs and taxes faced by landlords.

And Cedric Bucher, the chief executive of Hearthstone Investments, warned the measures would put people off investing in Scotland.
